Planning Board Meeting Town of Lexington Planning Board Deputy Chairman, Robert Hermance called the regular monthly meeting of the Town of Lexington Planning Board to order on September 8th, 2009 at the Lexington Municipal Building, Route 42, followed by the pledge of allegiance to the American Flag. Planning Board Members present were Deputy Chairman Robert Hermance, Susan Constable, Edwin Dippold, Jr., Ralph Albino, and Taris Charysyn. Others present were Rose Williams, Secretary, and Joseph Vanucchi from Vanucchi Associates, Robert & Marion Cooke, and Kevin Drossel; a representative for the William Yonskey Estate. Minutes Edwin Dippold made a motion to accept the minutes of the Public Hearing held on August 3, 2009, seconded by Ralph Albino Susan Constable made a motion to accept the minutes of the Regular Meeting held on August 11, 2009, seconded by Edwin Dippold, Jr. Vote: Albino-Aye, Constable-Aye, Hermance-Aye, Charysyn-Aye, and Calabro / Cross Minor Subdivision --- Vanucchi Associates (Surveyor) Deputy Chairman Robert Hermance asked for a motion to close the regular meeting and open the public hearing for the Calabro / Cross Minor Subdivision which was advertise in the Windham Journal. The public hearing notice was sent to all the adjoining land owners. Close Regular Meeting Vote: Albino-Aye, Constable-Aye, Hermance-Aye, Charysyn-Aye, and Deputy Chairman Hermance opened the Public Hearing for the Calabro – Cross Minor Subdivision. Public Hearing – 7:15 PM --- Calabro & Cross Minor Subdivision – Reginald Cross Drive Deputy Chairman Robert Hermance opened the Public Hearing at 7:15 pm and asked the public if anyone had any comments or questions regarding the Calabro / Cross Minor Subdivision. Kevin Drossel said that he was concerned about the road leading into the Yonsky Estate where Yonskey has a right of way. Kevin Drossel, Land Surveyor Joe Vanucchi, and the Planning Board Members reviewed the survey map and discussed what was being done. Mr. Drossel said that he was satisfied with the exclamation, and just wanted to make sure that nothing was being changed in regard to the road to the Yonskey Estate. Deputy Chairman Hermance asked if there were any more comments or concerns from the public. There was no response, so Deputy Chairman Hermance asked for motion to close the public hearing. Close Public Hearing Ralph Albino made a motion to close the Public Hearing and return to the regular scheduled meeting of the Town of Lexington Planning Board, seconded by Taris Charysyn. Vote: Albino-Aye, Constable-Aye, Hermance-Aye, Charysyn-Aye, and Deputy Chairman Hermance reopened the regular meeting. Time: 7:23 pm The Calabro / Cross file consisted of the following: The Planning Board secretary didn’t do a bill for the minor subdivision because she didn’t get the publication fee from the legal notice in the newspaper, but the fee for sending the certified letters was $ 44.32. (The total at the time of this typing of the minutes was --- $44.32 for certified letters and $17.16 for the legal notice in the newspaper, which made a total of $61.48) Final Approval – Calabro / Cross Minor Subdivision Ralph Albino made a motion to grant Final Approval of the Minor Subdivision for the Calabro / Cross Minor Subdivision where Lot # 1 would be 52.451 Acres (Calabro, Regina), Lot # 2 would be 35.142 Acres (Cross, Tim), and Lot # 3 would be 35.775 Acres (Cross, Jeff), seconded by Taris Charysyn. Vote: Albino-Aye, Constable-Aye, Hermance-Aye, Charysyn-Aye, and Deputy Chairman Robert Hermance said that he would not sign the final maps because there was an amount due for the final fees. Secretary, Rose Williams will call Chairman Howard to sign when the fees have been paid. Piccininni/Graham Minor Subdivision --- Vanucchi Associates (Surveyor) Joseph Vanucchi presented the final maps for the Piccinini / Graham Minor Subdivision to the Planning Board Members where 68 +/- acres would be subdivided into Lot 1 being 14.422 acres, and Lot 2 would be 53.595 acres. Deputy Chairman Robert Hermance said that it was time for the Public Hearing for the Minor Subdivision for Piccinini and Graham, and asked for a motion to close the regular meeting and go to the public hearing. Close Regular Meeting Vote: Albino-Aye, Constable-Aye, Hermance-Aye, Charysyn-Aye, and Public Hearing – 7:30 PM --- Piccinini & Graham Subdivision – 30 Wolff Road Deputy Chairman Robert Hermance opened the Public Hearing at 7:31 pm and asked the public if anyone had any comments or questions regarding the Piccinini / Graham Minor Subdivision. Robert & Marion Cooke, adjoining land owners to the parcel said that welcomed the minor subdivision and thought it was a good thing, which met with their approval. Received a letter from Barnet A. Wolff and he wrote in support of the application by the Piccinini and Graham for the Minor Subdivision. He also said they had been good neighbors, as were the Norton’s before them, and was sure that the next generation would do the same. Deputy Chairman Hermance asked if there were any more comments or concerns from the public. There was no response, so Deputy Chairman Hermance asked for motion to close the public hearing. Close Public Hearing & Return to Regular Meeting Susan Constable made a motion to close the Public Hearing for the Piccinini / Graham Minor Subdivision and return to the regular scheduled meeting of the Town of Lexington Planning Board, seconded by Edwin Dippold, Jr. Time: 7:38 pm Vote: Albino-Aye, Constable-Aye, Hermance-Aye, Charysyn-Aye, and Deputy Chairman Robert Hermance re-opened the regular meeting and asked if there was any discussion. There was no discussion, so Deputy Chairman Howard asked for a motion for final approval. Final Approval -- Piccinini & Graham Subdivision – 30 Wolff Road Ralph Albino made a motion to grant Final Approval for the Piccinini/Graham Minor Subdivision where Lot 1 would be 14.422 acres with a house, and Lot 2 would be 53.595 acres of vacant land, and the property was located on Wolf Road, seconded by Edwin Dippold, Jr. Vote: Albino-Aye, Constable-Aye, Hermance-Aye, Charysyn-Aye, and Adjourn Susan Constable made a motion to adjourn the meeting, seconded by Edwin Dippold, Jr. All Agreed.
