Planning Board Meeting
April 10, 2007 Chairman, Glenn Howard called the regular monthly meeting to order on April 10, 2007 at the Lexington Municipal Building, Route 42, followed by the pledge of allegiance to the American flag. Planning Board members present were Glenn Howard, Taris Charysyn, Susan Constable, Ralph Albino, and Robert Hermance. Absent were Edwin Dippold, Jr. and Robert Cross, Jr. Others present were Edward Kaplan, Esq., Michelle Yost, from the G. C. Soil & Water Conservation District; and Rose Williams, Secretary. MINUTES Vote: Howard-aye, Hermance-aye, Charysyn-aye, Albino-aye, Constable-aye. Carried. Absent: Dippold & Cross Four Hour Training Chairman Glenn Howard told the Planning Board Members that he attended the latest Town Board Meeting about the training that is required. Chairman Howard said that he received a lot of information from Ed Diamante from the Greene County Planning Dept. and he said that the Board could pretty much set up there own training. The Members can train through a video or many different sessions where they can choose the topics that they would like to train on, but there is a form that needs to be completed stating what training was done, and the form needs to be filed in the Town Clerk’s Office. Chairman Glenn Howard said that the Town Board has given the Planning Board the option to do the training that he and the members would like to do, and document what gets done. Concato Minor Subdivision – Van Etten Road Extension The Public Hearing for the Concato Minor Subdivision was scheduled for 7:45 PM, and it was advertise in the local newspaper – The Windham Journal. Chairman Howard asked for a motion to close the regular meeting and open the public hearing. Close Regular Meeting / Open Public Hearing Taris Charysyn made a motion to close the regular meeting of the Town of Lexington Planning Board and open the Public Hearing for the Concato Minor Subdivision, seconded by Ralph Albino. Time: 7:45 pm Vote: Howard-aye, Hermance-aye, Charysyn-aye, Albino-aye, Constable-aye. Carried -- Absent: Dippold & Cross
CONCATO PUBLIC HEARING -- 7:45 pm Chairman Howard opened the public hearing for the Concato Minor Subdivision and asked the public if they had any comments or questions. No response or comments were made. Two letters were received by the Chairman. One letter was from John & Ina Kadilis, an adjoining property owner, saying that they had no objection regarding the Concato Minor Subdivision, as long as the two lots would be used in accordance with all regulations and requirements of the town, county, and state. And the other letter was from another adjoining land owner, Bonnie & Dave O’Donovan saying that they had no objection, but corrected the secretary because the letter was sent to Donna & Dave by mistake, and it should have been Bonnie & Dave. Close Pubic Hearing Robert Hermance made a motion to close the Public Hearing for the Concato Minor Subdivision, seconded by Susan Constable. Time: 7:47 pm Vote: Howard-aye, Hermance-aye, Charysyn-aye, Albino-aye, Constable-aye. Carried Absent: Dippold & Cross Chairman Glenn Howard closed the Public Hearing for the Concato Minor Subdivision Regular Meeting Reconvened Concato Minor Subdivision – Van Etten Road Extension Final Approval Parcel # 109.00-2-48 --10 +/- Acres (Subdivide into two parcels) Lot # 1 = 5.126 Acres (Existing house) Lot # 2 = 5.130 Acres (Vacant parcel) Representative from Attorney Office of Kaplan & Brennan Attorney Ed Kaplan said that the reserve septic which the Planning Board Members had requested at the last meeting had been put on the survey map, which was along side of the existing sewage disposal system. The Planning Board Members reviewed the file and the survey map and found them to be in order. Robert Hermance made a motion to grant Final Approval for the Concato Minor Subdivision, where 10 +/- acres of Parcel #109.00-2-48 would be subdivided into two lots, where one would be a 5.126 acre parcel, and the other being a 5.130 acre parcel, seconded by Taris Charysyn. Vote: Howard-aye, Hermance-aye, Charysyn-aye, Albino-aye, Constable-aye. Carried Absent: Dippold & Cross Chairman Glenn Howard signed the maps and mylar for the Concato Minor Subdivision, and Attorney Kaplan will file them with the Greene County Clerk. Two maps were kept; one for the Planning Board file and the other for the Assessor’s file. Michelle Yost – Greene County Watershed Assistance Program Update Michelle Yost gave a presentation on the Greene County Watershed Assistance Program to the Town of Lexington Planning Board Members. A discussion was held on what form of training could be adopted for the program. Some of the ideas for training were discussed also, which were: resources to the flood maps, identifying wet lands in the area, definition of a wetland, logging practices for the mountain top, road side ditching, and driveway construction. More discussion was held with Michelle Yost. Adjourn Taris Charysyn made a motion to adjourn the meeting, seconded by Robert Hermance. Al members agreed. Chairman Howard adjourned the meeting.
