REGULAR MEETING

The Regular Meeting of the Town Board of the Town of Lexington was called to order on November 1st, 2011 at 7:00 P.M., by Supervisor Greg Cross at the Lexington Municipal Building, followed by the Pledge of Allegiance and it also followed the Preliminary Budget Hearing.

Final 2012 Budget Resolutions
RESOLUTION #131-11
ADOPT 2012 GENERAL FUND BUDGET
On a motion by Council Member Keith Mellott, seconded by Council Member Glenn Howard, the following resolution was
ADOPTED. Ayes 4 – Cross, Byrne, Howard, Mellott
Absent – 1 - Berger
Nays 0
This Town Board hereby adopts the 2012 Town of Lexington General Fund Budget which is: Appropriations: $ 451,593., Less Estimated Revenues of $ 43,900., Less Unexpended Balance of $40,000., for a Total Amount to be raised in the General Fund by Taxes of $ 367,693.

RESOLUTION # 132-11
ADOPT 2012 HIGHWAY FUND BUDGET
On a motion by Council Member Keith Mellott, seconded by Council Member Glenn Howard, the following resolution was
ADOPTED. Ayes 4 – Cross, Byrne, Howard, Mellott

This Town Board hereby adopts the 2012 Town of Lexington Highway Fund Budget, which is: Appropriations: $ 554,850, Less Estimated Revenues of $79,000., Less Unexpended Balance of
$ 20,000. for a Total Amount to be raised in the Highway Fund by Taxes of $ 455,850. .

ADOPT 2012 SPECIAL LIGHTING FUND BUDGET
On a motion by Council Member Glenn Howard, seconded by Council Member Lynn Byrne, the following resolution was
ADOPTED. Ayes 4 -- Cross, Byrne, Howard, Mellott

This Town Board hereby adopts the 2012 Town of Lexington Special Lighting District Fund at $2,750., for a Total Amount to be raised in the Special Lighting District Fund by Taxes at $2,750.

Minutes
Council Member Lynn Byrne, seconded by Council Member Glenn Howard, made a motion to accept the minutes of the Second Budget Hearing held on October 18, 2011, the Public Hearing of Local Law No 5 of 2011 held on October 18th, 2011 and the Regular Town Board Meeting held on October 18, 2011, which was approved and carried.
Beverly Dezan – Project Hope
Supervisor Greg Cross introduced Beverly Dezan to the public and she spoke on “Project Hope” for Columbia and Greene Counties. Project Hope is free crisis counseling to those whose lives were impacted by Tropical Storm Irene. Staff is available to assist individuals, families, community groups, businesses, and service organizations at no charge. Their goal is to assist their communities recover from the challenges of the floods that followed Irene. If you can think of any people who need help – please let them know……
FEMA has extended their filing deadline until December 15th, 2011

Veterans
The Re-Dedication for the Veteran’s Memorial will be held on November 5th, 2011 @ 1: PM and everything was in order, and it should be a good day.

Executive Session
Councilmember Glenn Howard made a motion to go into Executive Session for personnel issues, seconded by Keith Mellott, which was agreed upon and carried. Time: 7:15 pm
Councilmember Lynn Byrne made a motion to close the Executive Session and return to the regular meeting at 7:23 pm seconded by Councilmember Glenn Howard, which was approved and carried.

Public Concerns
Dixie Baldrey ask what was happening with the Spruceton Bridge because she had someone call her asking when it was going to be done --- because apparently it was going to be replaced again. The person was concerned because they will be setting up a generator in her yard and cutting trees in her yard. More discussion was held.

Michael Pushman was concerned about the road to the right after you go over the Mosquito Point Bridge from Route 23A because there are no guide rails. He said it was a dangerous situation and would become worse yet in the winter when it gets slippery and icy – when someone might end up in the Schoharie Creek. Mike Pushman said the edge of the roads needs barriers for the safety of driving through that section. Further discussion was held.

Ellouise Cole said that Glenn Hapeman could no longer plow the church parking lot and was asking the Town Board if the town could possibly plow the parking lot for the church. Supervisor Greg Cross said that he thought it was a separation of church and state, and cannot do one without the other. Then, Council Member Keith Mellott said that he would be plowing in the Lexington area and would go down to plow the church out himself.

Betty Hapeman asked if the town was considering doing anything to do with stream management. Supervisor Greg Cross said that currently the answer was no. Supervisor Cross said that the town has a small little budget for stream management and the town cannot afford to do the work that needs to be done in all the streams in this town. Further discussion was held. Council Member Lynn Byrne said that she would be finding out tomorrow night what the other towns are doing on the Mountain Top. Bill Pushman said there was a lot of information in the newspaper on what the towns are doing and what they could get within a group. Councilmember Byrne said she would try to find out how the town can get funding for the town. More discussion was held.

Council Member Glenn Howard said that he contacted North Shore Towers and he will meet with them on November 15th and he would make a suggestion to him to approach the guy in West Kill that has the tower to see if that one could be used. Councilman Howard said they have cell service in Lexington and North Lexington, but there was a need for service in West Kill and Spruceton area. (But, don’t have service at the Municipal Building area.) Councilmember Glenn Howard will continue his work on the cell tower service for the area.

Audit the Bills
On a motion by Council Member Keith Mellott, seconded by Council Member Lynn Byrne, and carried, that this Town Board shall approve payments of the following bills:
The General Fund was $ 3,614.74 on Abstract # 20, Claim Numbers 273 to 281
The Highway Fund was $ 16,309.00 on Abstract # 19, Claim Numbers 179 to 189

Council Member Glenn Howard made a motion, seconded by Council Member Keith Mellott to adjourn the meeting which was agreed upon and carried. Time: 7:50 pm
