Budget Workshop Meeting - October 17, 2007

A special meeting of the Town Board of the Town of Lexington, County of Greene and the State of New York was held at the Municipal Building, 3542 Route 42, Lexington NY on October 17th, 2007 for a budget workshop and any other business that shall come before the board. The meeting was called to order by Supervisor Dixie Baldrey and followed by the pledge to the flag.

Budget Workshop

Supervisor Dixie Baldrey presented the Tentative Budget to the Town Board Members, at the last Town Board Meeting and said the workshop was to review the Tentative Budget and come up with a Preliminary Budget for 2008.

The Council Members reviewed the 2008 Tentative Budget with Supervisor Baldrey and had their discussions on various line items. .

RESOLUTION #105-07

ADOPT PRELIMINARY BUDGET FOR 2008 GENERAL FUND

On a motion from Councilmember Lynn Byrne, seconded by Councilmember Keith Mellott, the following resolution was

ADOPTED. Ayes 5 -- Baldrey, Byrne, Nelson, Mellott, Van Valkenburgh

Nays 0

Resolved, that this Town Board does hereby accepts the Preliminary

General Fund Budget for fiscal year 2008 at $381,072., less Estimated Revenues of $70,075., less Unexpended Balance of $ 40,000., for a total of $270,997. to be raised by taxes.

ADOPT PRELIMINARY BUDGET FOR 2008 HIGHWAY FUND

On a motion from Councilmember Keith Mellott, seconded by Councilmember Paul Van Valkenburgh, the following resolution was

ADOPTED. Ayes 5 -- Baldrey, Byrne, Nelson, Mellott, Van Valkenburgh

Resolved, that this Town Board does hereby accepts the Preliminary Highway Fund Budget for fiscal year 2008 at $530,454., less Estimated Revenues of $74,000., less Unexpended Balance of $10,000., for a total of $446,454., to be raised by taxes.

ADOPT PRELIMINARY BUDGET FOR 2008 SPECIAL LIGHTING DISTRICT FUND

On a motion from Councilmember Lynn Byrne, seconded by Councilmember Paul Van Valkenburgh, the following resolution was

HUMAN SOCIETY CONTRACT

On a motion from Councilmember Lynn Byrne, seconded by Councilmember Keith Mellott, the following resolution was

This Town Board resolves to renew the agreement with the Columbia Greene Humane Society, for a period of January 1, 2008 through December 31, 2008.

RESET DATE – PRELIMINARY BUDGET HEARING

Supervisor Dixie Baldrey and the Town Board Members decided to hold the Preliminary Budget Hearing on the 2008 Budget on November 8th, 2007 @ 6:30 PM

It will be held before the next Town Board meeting, which was changed because of General Election.

RESOLTUION # 109-07

ACCEPT LOCAL GOVERNMENT RECORDS MANAGEMENT IMPROVEMENT FUND GRANT

On a motion from Councilmember Lynn Byrne, seconded by Councilmember Keith Mellott, the following resolution was

This Town of Lexington Town Board moves to Increase the Estimated Revenue, General Fund, A510, (A3060) for $ 5,800.00 for a Records Management Grant from the State of New York and to increase Appropriation A960 – A1460.4 (Records Management, Contractual) by

$ 5,800.00 to organize the Code Enforcement Records and microfilm them.

Doug Van Duesen / Lamont Engineering / Mortar Repair

Doug Van Duesen spoke to Mr. Ganem from Ganem contracting Corporation, regarding the bid package that was proposed, which was a follow up from the last meeting. They accepted the stipulation that they would start work on or before April 1st., and was forecasted for a spring time start. Doug explained to the Town Board Members that Supervisor Dixie Baldrey needed to sign the “NOTICE OF AWARD” for ”Contract No. 1 – Town Hall Brick and Mortar Repairs”, which she did.

Supt. of Highways, Larry Cross, said that he needs the following sanders for the Highway Department:

(1) 10” TARCO S.S. HIGHLANDER JR --------------- $ 6,385.00

(1) 8” TARCO S.S. HILANDER JR ------------------- $ 5,815.00

Built in Hopper Ext. – TARCO -------------------------- $ 195.00

Total Cost ------------------------------------------- $12,395.00

A discussion was held on the sanders, and Supt. of Highways, Larry Cross said that he had just heard about a left over sander in Oneonta, which might be cheaper, so hw will check that out further.

PURCHASE SANDERS FOR HIGHWAY DEPT.

On a motion from Councilmember Paul Van Valkenburgh, seconded by Councilmember Maurice Nelson, the following resolution was

This Town Board moves to purchase two new sanders that was requested by Supt. of Highways, Larry Cross, as stated above, and the funds will come from Machinery, Equipment -- DA5130.4.
