Town Board Meeting The Regular Meeting of the Town Board of the Town of Lexington was called to order on October 6, 2009 at 7:00 P.M., by Supervisor Dixie Baldrey at the Lexington Municipal Building, followed by the pledge of allegiance. PRESENT: Supervisor ................................Dixie Baldrey OTHERS PRESENT: Greg Cross, Janice Mellott, Mike Cotrone, Joan Mead, Elizabeth Hapeman, Glenn Howard, Michelle Yost, Nicholas Palermo, Mary Cline, and the Windham Journal Rep. Mike Ryan. On a motion by Council Member Keith Mellott, seconded by Council Member Paul Van Valkenburgh, the following resolution was RESOLUTION # 109-09 On a motion by Council Member Paul Van Valkenburgh, seconded by Council Member Keith Mellott, the following resolution was Financial Report Supervisor Dixie Baldrey explained the financial reports to the Town Board Members for their review and they were discussed. Supervisor Baldrey also had a report that stated the interest that the town was receiving on their accounts because it came up at the budget work shop. RESOLUTION # 110-09 On a motion by Council Member Lynn Byrne, seconded by Council Member Paul Van Valkenburgh , the following resolution was On a motion by Council Member Lynn Byrne, seconded by Council Member Maurice Nelson, the following resolution was This Town of Lexington Town Board moves to make the following transfer in the General Fund: Greene County Soil & Water Supervisor Dixie Baldrey introduce Michelle Yost from the Watershed Assistance Program and she gave a presentation by saying that it was time for an annual review of the Memorandum of Understanding between the District and Town for participation in the Stream Management Program (Schoharie and West Kill plans), which included;
RESOLUTION #112-09 On a motion by Council Member Lynn Byrne, seconded by Council Member Paul Van Valkenburgh, the following resolution was This Town Board hereby adopts the 2010 Town of Lexington Preliminary Budget / General Fund with Appropriations: $465,466., Less Estimated Revenues of $47,340., Less Unexpended Balance of $40,000. for a Total Amount to be raised in the General Fund by Taxes of $378,126.
RESOLUTION #113-09 On a motion by Council Member Keith Mellott, seconded by Council Member Maurice Nelson, the following resolution was This Town Board hereby adopts the 2010 Town of Lexington Preliminary Budget / Highway Fund with Appropriations: $550,561., Less Estimated Revenues of $80,000., Less Unexpended Balance of $20,000. for a Total Amount to be raised in the Highway Fund by Taxes of $450,561.
RESOLUTION #114-09 On a motion by Council Member Paul Van Valkenburgh, seconded by Council Member Keith Mellott, the following resolution was This Town Board hereby adopts the Preliminary Budget / 2010 Town of Lexington Special Lighting District Fund at $2,000. for a Total Amount to be raised in the Special Lighting District Fund by Taxes at $2,000.
Preliminary Budget Hearing / October 20th, @ 7:00 pm Reschedule November Town Board Meeting (Election) / November 6th, 2009 @ 7:00 pm NYC-DEP Land Acquisition Supervisor Baldrey received a letter regarding a land acquisition of property that is located in West Kill area -- Parcel #160.00-2-31(Lynn Loflin) where 50.52+/- acres is being acquired by NYC DEP, and 12 +/- acres will be retained by the owner. A discussion was held saying that the property had to go before the planning board because the buildings are being subdivided out. Handi-Cap Elevator Greene Co. Emergency Medical Systems, Inc. Received a letter from the G.C. Emergency Medical Systems, Inc. with the 2010 Town Contribution, where the town will be entering the 4th year of a 5-year contract with the County; the County contribution for next year equals about 65% of the budget. The share for the Town of Lexington is $2,007 less credit of $2,036. Town of Prattsville / Office of Supervisor Received a letter from Supervisor Kory P. O’Hara requesting the towns input on the proposed guidelines allowing the Town of Prattsville to pay by submitting vouchers. The Town of Lexington didn’t have a problem with submitting vouchers, and will discuss it further at the next meeting. Open Burning has been banned in NYS NYS DEC Forest Ranger Rick Dearstyne informed the Town Clerk that when she issues burning permits; the calendar year for burning will be from May 15th, 2009 to March 15th, 2010, with limited burning. Burning barrels will be restricted for use after October 16th, 2009, and no burning from March 15th to May 15th of each year. Computer for Town Clerk’s Office Supervisor Dixie Baldrey received an estimate from MY Computer MDs (Joe Arangio) for a computer for the Town Clerk’s Office. The estimate for the computer was $1,275.00, and the Town Board Members had a discussion. Resolution # 115-09 On a motion by Council Member Keith Mellott, seconded by Council Member Paul Van Valkenburgh, the following resolution was Resolution # 116-09 On a motion by Council Member Lynn Byrne, seconded by Council Member Paul Van Valkenburgh, the following resolution was Public Concerns Elizabeth Hapeman said that the 911 numbers on Main Street need to be replaced because they are faded and cannot be read. Fire Commissioner, Glenn Howard said that the Fire Co. is working on replacing some of numbers, but you could give a call to the Fire Company if your number is faded and needs replacing. Veteran’s Memorial Glenn Howard said that he would like to have the dedication and ceremony for the memorial around Veterans’ Day. The flag pole has been ordered and they need to get the trees. Glenn Howard said that he has flower pots picked out and needs to call the monument guy to get the engraving put on stone. He went on to say that he has the American Legion Post in Prattsville and his American Legion Post in Phoenicia on stand by for that day with their honor guards. Janice Mellott suggested having the County Legislator from the area attend that ceremony. It was also suggested to send invitations to the WW II Veterans in the area so they could attend, but thought it would be better to put a notice in the newspaper instead --- so nobody would be forgotten. Glenn Howard suggested that it should be done on the Sunday before Veterans Day @ 2:00 pm, and everyone agreed. A discussion was held on what trees should be purchased, and the inscription on the monument would read, “To all the men and women who have served and continue to serve our glorious country. All have given some and some have given all.” Audit the Bills RESOLUTION #117-09 On a motion by Council Member Lynn Byrne, seconded by Council Member Maurice Nelson, the following resolution was Resolved, that this Town Board, having audited the following General Fund Vouchers Resolved, that this Town Board, having audited the following Highway Fund Vouchers Resolved, that this Town Board, having audited the following Special Lighting District Vouchers # 8 through # 9, inclusive, hereby, orders them paid and directs the Town Clerk to draw Abstract #7 – Special Lighting District Fund, on the Supervisor for payment of $ 420.64 Adjourn Supervisor Dixie Baldrey adjourned the meeting. |
